What the demonstration proves

1. An authenticated company submits a governed action.

2. CRUSHIA returns PERMIT, PERMIT_WITH_APPROVAL or DENY.

3. Only a fresh PERMIT may reach dispatch.

4. Fossil records the decision and evidence receipt in durable state.

5. The receipt remains retrievable after a process restart.

BOUNDARY

production_certified = false. The CockroachDB connection and persistence path are operational, while independent production certification remains a separate gate. This page never treats database availability as authority to execute an effect.
